A bold move by the Scottish government has sparked a wave of reactions, with the decision to directly award contracts to the publicly-owned Ferguson shipyard. This move, announced by ministers, aims to breathe new life into the Clyde yard by commissioning it to build a fleet of four vessels, including two small ferries, a marine research vessel, and a marine protection ship.
But here's where it gets controversial: while some contracts will be directly awarded, others, like the replacement for the CalMac ferry MV Lord of the Isles, will go through a competitive tendering process. This has left many questioning the consistency of the approach.
Transport Secretary Fiona Hyslop proposed that the contracts for the Sound of Harris and Sound of Barra ferries, under Phase Two of the Small Vessel Replacement Programme, be directly awarded to Ferguson Marine. Shortly after, Deputy First Minister Kate Forbes announced further contracts for Ferguson Marine to replace the Scotia and Minna vessels.
Forbes emphasized that the award of these four contracts would unlock significant funding to modernize the Port Glasgow shipyard, up to £14.2m. However, the decision to put the MV Lord of the Isles contract out for open tender has raised concerns, especially given the calls for it to be directly awarded to Ferguson's.
The deputy first minister highlighted the importance of these contracts for Ferguson Marine, which has a history of building similar vessels. She believes these contracts will not only secure the future of the shipyard but also support skilled employment and industrial capability in Inverclyde, where Ferguson's is an essential part of the local economy.
And this is the part most people miss: Ferguson's, the last shipyard on the lower Clyde, has been a vital part of the community since 1903. It employs around 300 workers, including apprentices, in an area facing high social deprivation and job losses. The shipyard has weathered a storm of controversy over delayed and over-budget construction of flagship ferries, but it has also successfully built similar small ferries in the past.
The new small ferry orders will be designed to handle challenging sea conditions, and Ferguson Marine is confident in its ability to deliver. Chief Executive Graeme Thomson believes their experience and talent make them uniquely positioned for the task.
GMB secretary Louise Gilmour echoed this sentiment, emphasizing the need for a pipeline of work to secure the future of this iconic shipyard. She highlighted Scotland's status as an island nation, arguing that Ferguson Marine should be at the forefront of building the ships the country needs.
The announcement has been welcomed by some, including Conservative transport spokeswoman Sue Webber, who praised the commitment to return the yard to the private sector. However, others, like Scottish Labour MSP Rhoda Grant, suggested the timing of the announcement, ahead of the Holyrood election, raises questions.
Grant also pointed out the disruptions to CalMac sailings, calling on ministers to take responsibility and ensure proper compensation for affected communities.
